Zelensky States He Lacks Explicit Defense Guarantee from Allies
Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will defend Ukraine in the event of a future Russian attack.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.
These remarks follow a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at discussions held in the French capital on Tuesday.
Details of the Paris Talks
After the Paris talks, which included some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be sent.
Partner nations suggested that the US would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.
The Russian government has thus far remained silent on the announcement made in the city of Paris.
President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".
He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."
Zelensky hailed that agreement as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.
"However, until we don't have such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you still have to rely primarily on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Last week, Zelensky said a settlement was "90% ready".
Questions of land and defense pledges have been at the forefront of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.
Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.
Moscow now holds about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.
It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
