Two more people have been arrested related to a theft at London's Heathrow Airport where 21 people were injured by what is thought to be an irritant spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth for suspected robbery and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. They both are still being held, authorities confirmed.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the attack, a pair of female travelers were robbed of their suitcases upon exiting a parking garage elevator.

A toddler aged three was among the those hurt in the event. A total of five individuals were taken to the hospital for treatment and have since been released.

Police detained a man in his thirties on suspicion of theft and assault close to the location. He has since been released under investigation while inquiries continue.

Authorities were alerted at approximately 08:10 GMT following reports of a number of individuals hurt by an irritating chemical believed to be an irritant spray.

The assault - which police said was isolated and not being treated as terrorism - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility for a short time.
